Construction Site Inspector and Contractor Training Manual

  In 2002,the Watershed Approach to Stream Health (WASH) was awarded a grant from EPA Region VIII Consolidated Funding Process to develop a training manual focusing on storm water protection for the construction industry.  The manual is useful not only for individuals in the construction industry, but also for municipal employees responsible for inspecting construction sites for adequate erosion control and sediment removal.

WASH entities (including Boulder County Public Health and the cities of Boulder, Longmont, and Louisville, and the towns of Erie and Superior) are required by federal and state regulations to develop local programs which meet the requirements for a state storm sewer permit.  During 2003 and 2004, these entities will be developing common standards for erosion control at construction sites which will be incorporated into individual community ordinances to comply with permit requirements.  As a result, development and construction projects will be subject, in the future, to new ordinance requirements designed to improve stormwater quality such as:

·        Training and certification requirements for contractors.

·        Expanded plan check and review.

·        Increased site inspection.

One of the common standards to be included in this ordinance is contractor training and certification.  The EPA grant was used to develop the common WASH contractor certification training.  In addition to contractors, city and county employees involved in implementation of this ordinance or managing public projects will also required to obtain certification.
